The first integrated law for social security was issued in Kuwait in 1976, and the Public Institute for Social Security (PIFSS) was established to implement a system embracing: old age, disability, sickness and death insurance of civilians employed in the public sector as well as the private and oil sectors. The building was designed by WZMH of Toronto, Canada and SSH of Kuwait. The new headquarters of PIFSS is intended to symbolize the importance of this government agency and make a dramatic statement on the skyline of Kuwait. It consists of a 5 story podium building housing transaction areas, a 400 seat conference center and café, and 60M long enquiry hall. The 22 story tower houses offices and executive suites.
